 Did you read sudo package's description? or search about sudo 
 with google? or read books about linux administration? 

 If not, it's waste of time to you and me. First, you SHOULD check 
 about sudo, then ask. It's my suggestion for you, it's not difficult. 
 (Don't you think so? ;)

 If so, you'll find the reason why you don't need 'set-language-env'
 with root account.
