/etc/apache/modules.conf で mod_log_referer をロードしていますか?

しかし、RefererIgnore ディレクティブが使えるようになったとしても、
RefererIgnore は mod_log_referer モジュールのディレクティブで
しょうから、

  CustomLog /var/log/apache/access.log combined

このように CustomLog (mod_log_config) に指示しても
影響しない (RefererIgnore の効果がない) でしょう。
