そうみたいですね。

hp.debia.or.jp の /org/doc.debian.or.jp/doc/ です。
これは cvs.debian.or.jp:/var/cvs の doc module を checkoutしたものに
なっていて docadm user の cron で make されています。

というわけで cronの方で LANG=ja_JP.eucJP make するようにしておきました。
