これを何とかしたいと思っているのですが、
man debiandoc2html すると

ENVIRONMENT
       LANG   If this environment variable is set  in  accordance
              with  the  locale(1)  support, its value is used to
              localize the generated output.  For  the  currently
              supported    locales    see    the    Perl   module
              /usr/lib/debiandoc-sgml/lib/Debian-
              Doc_SGML/Locale/Alias.pm.

とあるので、単に make する時の LANG が ja_JP.eucJP に
なってないだけじゃないかと思うのですが、
どのマシンでどのように生成しているのかわかりません。

どこをいじれば良いのか教えてもらえば
こちらで作業したいと思いますが、教えてもらえないでしょうか ?
