<p>Welcome to this year's 8th issue of DWN, the weekly newsletter for the
Debian community.  Frederick Noronha <a
href="http://www.tectonic.co.za/view.php?src=rss&amp;id=864";>reported</a>
about the Martus project that pits the best of the open source software world
against abusers to create a safe and secure environment in which human rights
activists can record and store data on abuses without fear.</p>

<p><strong>Requirements for hosted Applications.</strong> David Besonen <a
href="http://lists.debian.org/debian-legal/2006/02/msg00045.html";>wondered</a>
if the <a href="http://www.gnu.org/copyleft/gpl.html";>GNU GPL</a> address
hosted application and requirements to provide its source code.  Glenn Maynard
<a href="http://lists.debian.org/debian-legal/2006/02/msg00048.html";>\
answered</a> that the <a href="http://gplv3.fsf.org/";>GPLv3 draft</a> attempts
to address this issue but not in a <a
href="http://lists.debian.org/debian-legal/2006/01/msg00213.html";>satisfactory
way</a>, causing various practical problems.</p>
