「考えている人々」なら"everybody thinking about"です．

とありますが，最後の行の"work"は原形不定詞なので，
後半は"help O 原形不定詞 (to 不定詞)"の形になっていることがわかります．
従って

も"help organisations ... to cooperate with ..."となります．


Anthony Towns さんは、Debian プロジェクトのパートナーに
なることを希望している組織がもっとうまく Debian に協力できるよう
支援する方法について、みんなに考えるよう促しました。
