form of identification が成句で 「身分証明書」ですね．僕であればこの文
章の補足をして下記のようにします．Joey に 'please add <<although the
signing requires a government-issued form of identification, the
signer cannot confirm the validity;>> instead' みたいなメールを投げた
らいかがでしょうか．

「しかし、(この署名をするのに身分証明書をもって本人確認をするのですが)，政府発行の身分証明書が正当性であることを署名者は確認できません．特に140」

> 人もの参加者がいる国際的なイベントでは多種多様な身分証明書が存在することを考えると、
