Hi.
I send the comment to 38107@bugs.debian.org including the modified patch
from original ukai's for man-db to enable that the Japanese manpages in
manpages-ja package can be shown correctly on kterm, kon or other terminals
which is capable of display Japanese.

My change is to use variable "internal_locale" as a static,
and to remove the variable "japanese" which is introduced by ukai's patch.
I think that maybe Korean or Chinese developers can use the variable
"internal_locale" to check their own locale setting. (and can use their
setting for groff or less)
I hope that patch does not break anything for all users, but if you find
the reasons to reject my patch, please tell me them specifically.
