I've got it and modified to clean up the codes and fix some
problems.  Now we are in freeze state, I now uploaded jgroff 1.15+ja-3.1.

Dear man-db maintainer, Fabrizio.
Would you change man-db's depend line like this, please?

 Depends: groff (>> 1.15-2) | jgroff (>> 1.15+ja), ${shlibs:Depends}

Then, we can use jgroff for Japanese manpages.

In my jgroff package, I've changed source code layout, that is,
it's orig.tar.gz is tar ball containing groff_1.15.orig.tar.gz and
groff-ja.patch.  So you can easily find what modification done
by ja.patch. 

Anyway, I don't think jgroff and groff are ready to merge, because
this ja.patch might have an effect on handling 8bit chars, especially
latin chars.  I'm not sure this ja.patch is not harmfull for latin texts.
