in part が GPL'ed パッチで as a whole を under the 
terms of this License でなければならない、と読むの
かな。。。

b) の日本語訳は全然違ってるような。どこにも
「変更したか否かを問わず」なんて書いてないぞ。
(distribute or publish なのかな？)
