なんか FHS よりも glibc がそうなっているからという理由が大きいみたいです。

「このへんが 3.3.6 に無いからうまく動かないという問題につながってる」
という意味。これを追加したら ja_JP.eucjp にリソースを置くことで
locale が ja_JP.eucJP でも ja_JP.eucjp でもちゃんと動くようになることを
確認しました。別に 4.0.1 にしたり新しい libc でコンパイルし直したりする
必要は無いみたいです。woody 版の 3.3.6 なパッケージのままで動いてます。

 /etc/locale.alias に ja_JP.ujis も追加してくれ ! と書いておきました。
