もういちど、注意深く議論を追ってみました。

Debian.org での投票ですが、Branden が

 |  「第一の選択」と「第二の選択」の意味が逆転しているので、最初の
 |  投票フォームを用いて投じられた票はすべて捨てられ、その票を
 |  投じた人々は第二の投票フォームを用いて再び投票するように
 |  求められるものと私は考えている。

というふうに、まず疑問を提出しています。これは、debian-devel-announce に
流されたふたつの投票呼びかけ (CFV, call for vote) がたがいに矛盾している
ことを指摘するものです。それを受けて、Thomas Bushnell が、

> The question being presented for this vote is "Should the second vote
> be on John's proposal, or on Anthony's proposal".  The reason it's a
> "yes/no" question is because the formal nature of an amendment is "I
> propose to amend the proposal to read FOO", and you vote YES to
> substitute and NO to not substitute.

 |  この投票において質問されていることは、「第二の投票は John の提案に
 |  関するものになるべきか、それとも Anthony の提案に関するものになる
 |  べきか」ということである。この投票が「Yes/No」の形式をとっているの
 |  は、修正案は形式的には「私はこの提案が foo と修正されるように提案
 |  する」というものであり、「Yes」は提案の修正を意味し、「No」は
 |  修正しないことを意味するからである。

と書いています。John の提案とは non-free を置かないように Debian Social
Contract などを変更しよう、というものです。それに対して、Anthony の
提案とは、John の提案に対する修正の形で行われています。で、いま投票の
対象となっているのは、Anthony の提案に対する可否です。

ややこしいのは、ここで「第二の投票」とはなにか、ということですが、
それについて、Brend Eckenfels が、

> so we will see a second ballot? that explains a lot! :)

 |  ということは、そのうちに第二の投票があるということだな。
 |  これでよくわかったぞ。

Thomas が

> I do believe so, though I have asked the Secretary for a

 |  そう思うが、Securetary に確認をとっているところだ。

そこで、ついにその Securetary が出て来ます。Darren O. Benham です。

 |  まったくその通り。

ここにして、ようやく信頼できる情報が得られたわけです。


というわけで、debian-devel-announce に流れたふたつの投票呼びかけは、
同一の投票にかんするものであることが分かりました。そして、そのふたつの
投票呼びかけのうち、ふたつめに書いてある説明のほうが正しいこと、
Anthony 案に賛成の場合 Yes、John 案に賛成の場合は No と投票すれば
よいことも分かりました。
