ちょっとわかりにくかったかもしれませんが、彼は遠慮しているだけですよ。

前に翻訳してくれた人がいるんですがデベロッパーじゃないようなので、
無理に「訳してくれ」と押し付けるのは気がひけるということです。

翻訳のパッチ送付の際に：
Please feel free to ask me to update the translation when you need it.

とでも書いておくといいとおもいます。
