まず pakcage ではなく package です。さて、specification 「仕様」と
いうと、「細かい条件を列挙したうえで『これらの条件をすべて満たすものは
それが何であれ foo と呼ぶ』」などという話に思えてしまいます。
こう書くのはいかがでしょうか:

私たち日本語フォントパッケージメンテナたちおよびその協力者たちは、
ユーザが Debian におけるアプリケーションでのデフォルトの日本語フォントを
容易に選べるようにするために、次の提案をしたいと思います。

We Japanese font package maintainers and the cooperators
want to make the following proposal so that the user can easily
choose the default Japanese font for applications in Debian.

だれがデフォルトを選ぶのか主語を明示しました。本家の -devel に
流すのであれば本来は applications in Debian は不要ですが、
applications と複数形にすることによって「アプリケーションごとに
個別に設定しなかったときに使われるフォント」という含みを
持たせてあります。なお残念ながら私には逐語訳しかできませんでした。
提案の冒頭くらいは洗練された表現にこだわってもいいかもしれません。

Japanese font packages offer alternatives of /usr/share/fonts/truetype/
ttf-japanese-mincho.ttf or ttf-japanese-gothic.ttf.

前半は with の目的語がありません:
The application that depends on a specific Japanese font package replaces
it with ttf-japanese-mincho | ttf-japanese-gothic (or ttf-japanese-mincho,
ttf-japanese-gothic) as necessary.
後半のパスは pass ではなく path だと思います:
Replace the path which refers to a specific font file with
/usr/share/fonts/truetype/ttf-japanese-mincho.ttf
/usr/share/fonts/truetype/ttf-japanese-gothic.ttf.

test はともかく make を名詞として使うのは気持ちわるいです。
Start making and testing the patch to ... のほうがいいです。

後半の where 以下には主語も動詞もありません:
Send the tested patch to the package which depends on Japanese ttf.
あと、NMU 前提のパッチはテスト済みのはずなので、tested とわざわざ
書く必要はないかもしれません。

好みの問題ですが:
The Japanese team asks for the permission to NMU the package
whose maintainer doesn't respond to the patch.
NMU の許可を求める相手は普通はパッケージメンテナなので、これでも
いいかもしれません。
