　前のバージョンに watch ファイルをコピーして動作させてみました。

henrich@babytalk:/tmp/anthy-9100e$ cp /home/henrich/src/japanese-input-method/anthy-9100h/debian/watch debian/
henrich@babytalk:/tmp/anthy-9100e$ uscan
anthy: Newer version (9100h) available on remote site:
  http://iij.dl.sourceforge.jp/anthy/37536/anthy-9100h.tar.gz
  (local version is 9100e)
anthy: Successfully downloaded updated package anthy-9100h.tar.gz
    and symlinked anthy_9100h.orig.tar.gz to it
New Release will be 9100h-1.
-- Untarring the new sourcecode archive ../anthy_9100h.orig.tar.gz
Success!  The diffs from version 9100e-3.2 worked fine.
Remember: Your current directory is the OLD sourcearchive!
Do a "cd ../anthy-9100h" to see the new package
