この fmt の作成に失敗するなら厄介ですが，これが問題なければ
動作はほぼ大丈夫です。心配でしたら texlive-latex-base の
/usr/share/texmf-texlive/tex/latex/base/small2e.tex
をコピーして

のようなパッチで small.tex を作って latex209 small して動けば
十分かと思います。
