　Depends: emacs ってするのはどうでしょう。メタパッケージで
　"Depends: emacs24 | emacs24-lucid | emacs24-nox" となっています。
　今後バージョンが上がっても別に対処が不要です。

　ちょっと不自然に思います。
　あと、箇条書きにするなら行頭に - を入れて

　Description: foobar emacs
   dash.el is...
   .
    - foo
    - bar
    - baz

 というようにすると良いかと。

　こちらの依存関係は同上。
