Bug#55421: maint-guide-ja: incorect charset

This can be fixed by using "-l ja" option for debiandoc2html.
I ask you to add this to debiandoc2txt, so that the words "Copyright" and
"Contents" are translated into Japanese in maint-guide.ja.txt.gz

BTW, I wish to update japanese translation. So please check 
tomorrow the CVS (I will work tonight) to checkout the newer
translation.
