早いですね。debian-doc を subscribe していながら何の貢献もで
きていないので出来るとこだけでも。

直訳調ですが、
「更新に含まれるファイルは、安定版・開発版(のファイル)全体と
  同様に以下のリストの場所に置かれます。安定版に採用された更
  新は安定版のツリーの下に取り込まれます。」
ということだと思います。

   ＃ ここ、訳しきれません。この文章のunstableってproposed-updatesの
   ＃ ことを指すのでしょうか?

ではなくて、更新分は unstable も stable も通常のツリーの下に
含まれていて、今まで proposed-updates に置かれていたものが 
stable のツリー以下に移動されたということなのでしょう。(です
よね？)
