「下に示す場所」に unstable が無いみたいなので矛盾してますが、
文としては

 "as well as the entire stable and unstable distributions"

でひとくぎりではないかと。

つまり、

更新版 (updates) のファイルは、安定版や開発版と同様に、下に示す場所で
配布されています。更新版のパッケージが安定版に採用されると、更新版の
場所から安定版の場所に移動し、パッケージが更新されます。

という感じではないかと。
