scponly po-debconf 訳

　scponly の po-debconf訳です。査読願います。

　・パッケージ名がそのままソフトウェアの用途を指しています :-)

　・mode 4755 を パーミッションを 4775 としました。「モード」「状態」
　　だと意が汲み取りづらいと思ったからなのですが、ご意見ください。
