「一般によく似ている」のほうがよいかと思います。

「人」、この場合は特に「利用者」の意味だと思います。
自分も後半の a loss of a few decimal places of precision のあたりが
あまりよく分かっていないのですが、訳してみました。
(冗長かもしれませんが。)

"これらのエラーは、他の lapack 利用者が頻繁に報告するものと一般的によく似ており、"
"オーバーフローやアンダーフローに近い状況下で、"
"特定のルーチンにおいて小数点精度が数桁欠損する際に生じます。"
"とはいえ、重要な数値計算で lapack を使う前には、利用者は問題点を精査すべきでしょう。"
