　私も不明にして知らなかったのですが、

とかを見るに、「小数点以下精度〜桁」というのが "N place of
precision" の意味らしいですね。

　あと be manifested by 〜 は、「(結果として)〜のようなかたちで
明らかとなる」でしょう。　というわけで私も試訳を。

「これらのエラーは、たいてい他の lapack ユーザが定期的に
　報告してくるものと似ており、特定のルーチンがオーバーフロー・
　アンダーフローに近い状況で精度を数桁失う、というものです。」

この後の文は、小林さんの訳文が非常に上手いと思います。
