[debian-users:15685] How to rsh when user is root

rootで rsh するにはどうすればよいのでしょうか？
一般ユーザでは rsh できています。linux 以外では
/HOME/.rhosts /etc/hosts.equiv に hostname を
記述するだけで root でも一般ユーザと同様に
rsh できています。 linuxではできないのでしょうか？
man hosts.equiv によると
       The username entry grants a specific user  access  to  all
       user  accounts (except root) without supplying a password.
       That means  the  user  is  NOT  restricted  to  like-named
とあり root は特別な扱いになっているようですが。
