すみません、まず、slinkではなくpotatoのaptパッケージ(バージョン0.3.11)
での話であることをお断わりします。

sources.list(5)から引用します。

       ftp    The  ftp  scheme  specifies  an  FTP server for the
              archive. APT's FTP behavior is highly configurable;
              for  more  information  see  the apt.conf(5) manual
              page. Please note that a ftp proxy can be specified
              by  using the ftp_proxy environment variable. It is
              possible  to  specify  a  http  proxy  (http  proxy
              servers  often  understand  ftp  urls)  using  this
              method and ONLY this method. ftp proxies using http
              specified   in   the  configuration  file  will  be
              ignored.

ここの、“Please note”以降をみてください。環境変数ftp_proxyに、
http proxyを指定できる、とあります。試したところ、期待通りの
動きをしました。

で、つい最近(今月)、このdebian-usersメイリングリストで、Slink用の
aptで、もっと新しいバージョンのパッケージが存在する、らしき記事を
みた覚えがあります。ですが、探しきれませんでした、すんません。

＃ いや、linux-usersだったか、fj.os.linuxだったかも…。
