 ここに書いてある通りのことがおきてます。要するに、他の X クライアント
がカラーエントリを消費しすぎているために(gimp が)十分なカラーエントリー
を取得できないということです。解決法もここにいくつか書いてありますが、

 1) 色数を大量に消費しているアプリケーションを止める。
 2) gimprc に install-colormap オプションを追加する。
 3) (おそらく 8bpp とかのモードで動いてると思われるので) X を 16bpp や
    24bpp, 32bpp なモードで動かす

基本的には 3) の解決をとるのがいいでしょう。
