 boot-floppies-ja は すごーーーーーーく 古いものなので
かつメンテナンスもされてないので、woody のインストールには
使用できません。

 で、 boot-floppies は woody なシステムであれば

 apt-get install boot-floppies

でインストールできるはずですが、ダメなんでしょうか?
