フロッピーの作成は kernel-image-<version> の postinst で
実行されますが、ここでカーネルのファイルサイズが 520192 (508KB) 
以上の場合に

「システムのサイズがカーネルローダーの扱える範囲を
超えています (ただし i386 の場合)。このカーネルを
i386 上で起動するためには lilo が必要です。
このフロッピーではおそらく起動できないでしょう。
このメッセージが書かれたのは 2000年7月ですが、
もちろんそれ以降になにか変化があったかもしれません。
やり方はいろいろあるでしょう。
とりあえず警告があったことは覚えておいてください。
続けるならリターンを押してね」

というメッセージが出ることになってますね。

これで作成される起動フロッピーは単純にカーネルファイルを
フロッピーにベタ書きしているだけです。

この場合、起動はカーネルが自前で用意しているローダーによって
実行されますが、これが 508KB までしか対応していません。

カーネルソールツリーの arch/i386/boot/bootsect.S に

 * NOTE! currently system is at most (8*65536-4096) bytes long. This should 
 * be no problem, even in the future. I want to keep it simple. This 508 kB
 * kernel size should be enough, especially as this doesn't contain the
 * buffer cache as in minix (and especially now that the kernel is 
 * compressed :-)

と書かれています。

508KB 以上のカーネルで起動するには lilo/grub/loadlin/syslinux などが
必要です。(i386 の場合です)

Loadlin で起動させるのですか ? Loadlin は DOS を必要とするので、
フロッピーではきびしいのではないでしょうか。

緊急用の起動フロッピーにするのであれば、syslinux はいかがですか ?
DOS フォーマットのフロッピー (起動用でなくていいです) に
カーネルファイルを LINUX という名前でコピーして、

  syslinux /dev/fd0

を実行するだけです。一度フロッピーを作ってしまえば、新しい
カーネルに入れ換える時も、単にそのフロッピー上のカーネル
ファイルだけ入れ換える (あるいは新しいカーネルで古いカーネルを
上書きする) だけで OK です。

詳細は syslinux パッケージをインストールして
 /usr/share/doc/syslinux.doc.gz をお読みください。
