いろいろ基本的な部分での理解ができてないようですが、

/usr/share/doc/fml/README.Debian はちゃんと読みました？

・MLを管理したいユーザーはlistグループに登録する必要がある
・postfixではincludeがデフォルトで禁止されているので、
  allow_mail_to_commands = alias,forward,include
  のような設定が/etc/postfix/main.cfに必要である
・fmlconfigureを実行して、/etc/aliasesに登録する必要がある
