ここで判ったことが１つ。
wget が、一般ユーザーで動かないです。root なら動きました。
別のマシンは、一般ユーザーでも、wget 出来ました。

# wget http://ftp.jp.debian.org/debian/pool/main/a/apt/apt-doc_0.9.7.9+deb7u7_all.deb
