「こうするには」よりも「そうするには」の方がしっくりするような
感じがしました。

1. 「こうするには」が直前の「考えました」にかかっているように
   読めてしまいそう (実際には「移行」)。
2. 「こうするには」であるなら，その前に "こうする" (具体的) 方法が
   述べられているように読めるけれども，それは述べられていない。

…あたりがそう感じる理由でしょうか。
