 ssh"2" となっていたので「なんか妙だな」とは思ったのですが、
そういうことでしたか。とりあえず原因がわかったということで
おめでとうございます。

 man dupload.conf より

       dinstall_runs [optional]
           if set, tells dupload that the remote host runs
           dinstall (or equivalent) so that dupload, when it
           recognizes a changelog format >= 1.6, do not send
           announcement mail.

です。最近は install された時に dinstall が自動でメールを流してくれるので
 upload のメールは必要無いらしい。かなり前からそうなってます。

ああ、こっちのほうがいいかな。

6.3 Announcing package uploads

When a package is uploaded, an announcement should be posted to one of the
``debian-changes'' lists. This is now done automatically by the archive
maintenance software when it runs (usually once a day). You just need to use a
recent dpkg-dev (>= 1.4.1.2). The mail generated by the archive maintenance
software will contain the PGP/GPG signed .changes files that you uploaded with
your package. Previously, dupload used to send those announcements, so please
make sure that you configured your dupload not to send those announcements
(check its documentation and look for ``dinstall_runs'').

ここにあるとおり

です。なお Developer's Reference の第 6 章には他にもいろいろ書かれているので
パッケージの upload で疑問があればこれをじっくり読むことをお勧めします。
