この one は「一回あたりの単位」を示します。
at a time で「一度に」、そこに one だの two だのがつくと
one at a time で一度に一つづつ、 two at a time で一度に二つづつ、
といった具合になります。

# 「階段を一段飛ばしで登る」のは go up the steps two at a time とかいう
# ようです。「２段づつ」ということでしょうね。
