ちょっと自信がないですが、

「Debian は知られざる最高の Linux ディストリビューションだったが、
ここ一年でそれは変わりはじめている。」

ではないでしょうか。
つまり、知名度があがってきていると言っているのではないかと。

pgp の用語には全然詳しくないのですが、
"keyring" は、オライリーの「PGP 暗号メールと電子署名」では
"鍵ホルダー" と訳しています。
どっちが一般的な訳語なんでしょうね？
