　含意としては、「よい短期的な解決案が考え出されなければ
testing をすぐにつくることは出来ません」でしょう。　で、
「今のところはまだ誰も考えつくことができていない」のですね。

　さもないとこの種の問題を引起こして面目を失うことになりかね
　ませんから。」

とかでしょうか。　だいぶ意訳気味ですが。
