ではありません。そうだとするならこの後ここででているような Policy
でたがを嵌めようという話にはならないでしょう。あくまでもここはほ
っとくと変な風に拡大するのでとりあえず何らかの方法で意思統一を図
ろう、という流れに繋がる「期待した形では拡大していない」ってこと
ではないでしょうかね。
