どういう状況でこのメッセージが出るのかわかりませんが、
自分で文章を書くとしたらこうなるだろう、という感じで。

「このパッケージに含まれているプログラムのどれかを利用する前に、
  /usr/share/doc/scsitools/README.Debian や、同じディレクトリにあるほかの
  ファイルを読んだほうがよいでしょう」
