po-debconf: bugzilla (update)

　やまねです。
　bugzilla パッケージの po-debconf 訳で更新部分の査読をお願いします。

　・"Show this message if setup of Bugzilla is ongoing or not finished:"
　　はこれでいいのかなぁ、というのがあるので特に指摘を歓迎します :)
　・最後の段で "to assist you" はうまく訳せなかったので無視しています。
