留まる，前のまま（この場合だと下限が）固定されて変わらない，といった意味でしょうか．

Accepted 1.0 in unstable (low)
Accepted 1.1 in unstable (low)
foobar 1.1 MIGRATED to testing
Accepted 1.2 in unstable (low)
Accepted 1.3 in unstable (high)
Accepted 1.4 in unstable (medium)

なら 1.1 より後での最大値 high が採用されるということでしょう．
