そうすると英語と同様に
Plural-Forms: nplurals=2; plural=n != 1;
とすればいいということですね。

では単数複数の区別が無いなら msgstr[1] を削除すればいいなどと
適当なこと言ってしまいましたが、そもそも msgid
の差異が単数複数の違いだけでない場合は msgstr[1]
の使用も考慮しなければいけませんでした。
