[debian-users:11529] Bug#JP/723: xemacs20-* %MAJ_VAR%% in postinst, prerm

postinst and prerm scripts for xemacs20-* are checking whether
other xemacs20 installed or not, but it always failed because
%MAJ_VER%% is not subsutituted. In debian/postinst.in and debian/prerm.in
it should be %%MAJ_VER%% and should be substituted with 20.
(one % is missing now)
With this bugs, if user installed some xemacs20-* and remove one of those,
then there are no xemacs20 in /var/lib/emacsen-common/installed-flavor.
