「このリスト」が XFree86 の ML を指しているのなら、そのとおりです。

私の場合は当時受け付けが beta-request@xfree86 だったので、

というメールを送りました。今なら xfree86@xxxxxxxxxxx が受付窓口の
ようですね。で、おりかえし request form が送られてくるので、それに
記入して送り返すとしばらくして希望する ML に登録されます。

「自分は何に興味があって、どんなことがしたいのか」という点を
書いておけば、適当な ML に登録してくれるでしょう。

この件に関連したことだと、 cfb24 のコードの改良に興味があるとか、
framebuffer bpp と pixmap bpp の処理に興味があるとか、かな。

あるいは <http://www.xfree86.org/releaseplans.html> の XFree86 4.0 の項
に記載されている

 8-bit PseudoColor overlays when running in a TrueColor mode (on selected hardware). 

とか

 Multi-head support. One of the aims of the new DDX design is to make it
