既に問題は解決したようなんで、蛇足ではありますが、
ちゃんと原因を把握できてないと今後また同様な問題で
ハマることがあるかもしれませんから。

成功した時の RedHat のバージョン (というより、それに
使われているカーネルと libc のバージョン) を確認して
おくことをお勧めします。

この 2 つはどちらも glibc 2.2 系列のものですね。
 Debian 2.2 (potato) は glibc 2.1 を使っています。
 woody の glibc は 2.2 系列になっています。(2.2.5 かな ?)

なので、もしインストールできたとしても、このパッケージが
potato 上でうまく動作するかどうかはアヤシイという可能性が
高いと思います。

ただし、今回「インストールできなかった」という原因は、
伊東さんの結論のとおり、rpm のバージョンが低いせいでしょう。

potato の rpm パッケージのバージョンは 3.0.3 (rpm --version で確認)、
woody のほうは 4.0.3 です。おそらく上記の intel-ifc6-6.0-140.i386.rpm は
バージョン 4 以降を必要とする rpm パッケージなのでしょう。
(たしか slink -> potato の頃も v2 -> v3 の違いのせいでインストールとか
中身の確認とかできない rpm パッケージがあったような。)

だから、woody 版の rpm パッケージを potato 用に修正してビルドするとか
 rpm v4 のソースをなんとかして入手してローカルインストールするとか
すれば、インストールだけはできるかもしれませんが、最初に書いたとおり
potato では glibc のバージョンが要求されているものより低いので、
うまく動作しない可能性がありますから、結局 woody に dist-upgrade して
正解だったと思います。
