kernelのPCMCIAが有効になっているときに、PCMCIAで試したのはide_csを呼び出す
カードだけでしたか？　もしそれでしたら/usr/share/doc/pcmcia-cs/README-2.4.gz
内の以下の部分を読むことで解決できると思います。

Known problems and limitations:

o Someone changed the name of the "ide_cs" driver in the 2.4 tree to
  "ide-cs".  To deal with this annoyance, edit /etc/pcmcia/config and
  change every instance of "ide_cs" to "ide-cs".  Yes this means that
  the same config file won't work for 2.2 kernels.  No you cannot just
  rename the module or add an alias to /etc/modules.conf; the string
  is also embedded in the module.

pcmcia-csパッケージにはその辺を考えてか/etc/pcmcia以下にconfigとconfig-2.4
という複数のconfigファイルを用意してあるようです。kernel2.4のPCMCIAを
有効にするときは

# mv config config-non-2.4
# mv config-2.4 config

とかするといいと思います。
