　うちでは単純に /etc/apt/apt.conf.d/99target に

APT::Default-Release "stable";

とだけ書いて、woody, security, proposed-updates, unstable の
apt-line を sources.list に指定しています。　apt-dump config
すると、

APT "";
APT::Architecture "i386";
APT::Default-Release "stable";
Dir "/";

みたいになります。

　この状態で openssl と ispell のバージョンは

でして、

% grep -A20 '^Package: openssl$' /var/lib/apt/lists/*Packages | grep Version

などとすると

openssl は

unstable:		0.9.6g-2
proposed-updates:	0.9.6g-0.woody.1
security:		0.9.6c-2.woody.0
stable:			0.9.6c-2

ispell は

unstable:		3.1.20.0-1
proposed-updates:	3.1.20.0-0woody1
stable:			3.1.20-21.1

ですから、うまく pin 留めされているように見えます。

　というところで

を見てみたのですが、"a=stable" 書式を使うのは Default-Release
ではなくて

Pin: release "a=stable"

という形式なのではないでしょうか。　ですから谷村さんの
場合は、 "a=stable" を "stable" にすれば、お望みの動作に
なるのでは。

# これやっててついでに気づいたんですが、stable の pin を
# 使っていると、proposed-updates の更新が自動ではされ
