ご指摘の内容
# apcaccess status
の実行結果ですが次の通りです。

FATAL ERROR in apcaccess.c at line 243
tcp_open: cannot connect to server localhost on port 3551.
ERR=Connection refused

となります。
/var/log/apcupsd.eventsには何も出力されません。
