僕はミラーを探すとき、Google先生に聞くことが多いです。
今回のケースだと、
1. http://www.debian.org/
2. http://www.debian.org/distrib/netinst
3. http://www.debian.org/CD/netinst/
4. http://www.google.com/search?q=debian-31r0a-i386-netinst.iso
5. http://www.torrentz.com/t.php?id=26485
という具合にたどり着きました。

4の検索結果を見ると、2番目にyamagata-u.ac.jpが見つかりますけど(^^;
