先日の squash の時に鵜飼さんが

このページを見ると翻訳状況がある程度わかるんではないかと。

webwml/english/MailingLists/README に
README for webwml/english/MailingLists
The files subscribe.wml and unsubscribe.wml are generated automatically from
scripts. Don't edit those files, edit files in the desc/ subdirectory and
tags in mklist.tags.
とあるように、desc/ サブディレクトリの中の各 ML の説明文と、
subscribe.wml および unsubscribe.wml を生成するための
mklist.tags の中身は各国語に翻訳されるためのものです。
mklist.tags を見ると

のように、英語の "Mailing List Subscription" に相当する
各国語のフレーズを記入するようになっています。
(現在、オランダ、ドイツ、スペイン、フィンランド、フランス、
ハンガリー、イタリア、ノルウェー、スウェーデンの各国語が
記載されているようですね)
注意すべきことは、それぞれの言語によって文字コードが異なる
ために、ファイルを編集する際に別の国の言葉を壊してしまう
危険性がある、という点でしょうか。
それから webwml/english/MailingLists/ にある
HOWTO_start_list.wml
debian-announce.wml
disclaimer.wml
index.wml
も翻訳対象のファイルです。
現状、webwml/japanese/MailingLists/ 以下には
debian-announce.wml
subscribe.wml
unsubscribe.wml
がありますが、subscribe.wml, unsubscribe.wml は
Makefile によって自動生成されるファイルですから
このファイルはそのままにしておいてください。
english/MailingLists/mklist.tags のタグを翻訳すれば
japanese/MailingLists/{subscribe.wml,unsubscribe.wml} も
それに合わせて生成されるはずです。
debian-announce.wml は既に翻訳されているようですが、
<p>As part of the subscription process you will be sent mail to which you
must reply to finish subscribing. This is a security measure to keep people
from subscribing others to the lists without their permission.
の翻訳文が
<p>購読の申し込みをすると、購読確認の電子メールが送られてきます。
購読を完了するにはその電子メールに返信を送ってください。
この手続きは、購読権限のない他のメーリングリストを購読しないようにとの
セキュリティ上の措置です。
となっているのは、ちょっと後半部分が違いますね。
"This is a security measure to keep people from subscribing others
to the lists without their permission."
の others は「他のメーリングリスト」ではなく、「他の人々」という
意味だと思います。
というわけで
「この手続きは、第三者を無断でメーリングリストに登録したり
できないようにするためのセキュリティ上の措置です。」
のほうが良いでしょう。
まずは
HOWTO_start_list.wml
disclaimer.wml
index.wml
などの 3 つのファイルも debian-announce.wml と同様に
翻訳をお願いできますか ?
それができたら、makelist.tags の前に MailingLists/desc/ 以下の
{"advertising", "introduction" および "subscription"} 以外の
各ファイルと、user, ports, devel, foreign, other, int, bugs
などの各ディレクトリ以下にあるそれぞれのリストの説明を
翻訳して頂けると、自動生成される subscribe.wml の中の各 ML の
説明が順次翻訳されていくと思います。

数が多いので先が長いと思いますが、ぼちぼちやって頂けると
有難いです _o_

特に translating, translation_hints などのページに目と通して
おいてください。
