あくまでも「デフォルトのアプリケーション環境は」ということなので，
"DCC 3.0 のデフォルトのアプリケーション環境" は "Debian sarge からの
モディファイされていない 200 個のパッケージ" から成っていて，
モディファイされていない sarge のパッケージで構成されているから，
200 個以外の Debian sarge のパッケージも使える……，
ということで 100% 互換を謳っているのではないでしょうか?
