ちょっといじってこんな感じにしてみましたがどうでしょう?

 1. 現在進行中のプロポーザルの状態を明確に示す。
 特に、何らかの設計や実装が合意に達している場合は、
 それを明示して議論を決着させる。そして、
 実装に費やした時間が無駄にならないことを保証し、
 その実装を採用することによる「懸念」をなくす (これは過去における
 Debian の「広範な採用対標準のドキュメント」というループを断ち切るの
 に役立つはず)。

原文の構造は、
* having... (particulary to...)
* ensuring...
* and dissipating...
となっているようです。
なので、まず構造をいじりました。

それから、査読をしていて一番引っ掛かったのは particulary to settle
that a certain design/implementation has been agreed upon です。settle 
の後ろに that 節が来るのがよく分からず、辞書を引いても分かりませんでし
た (英辞郎しか引いていないという噂もありますが)。that 節は「何らかの設
計や実装が合意に達している」なので、それと settle の一般的な意味 (「落
ち着かせる」「決着させる」) を繋げた上で、前の文とうまく繋がるように言
葉を補ったものが上の訳です。一応これで行こうと思っているのですが、何か
御意見があればいただけるとありがたいです。;-)
